I am not very good at English so I am using the translate function, but I hope I got it right.
So basically the supply hubs have the same radi but the negative effects are not as profound, and last but not least changed the combat width from a factor of 2 to 4.
The AI's a bit smarter with extra provinces. It doesn't re-shuffle units back and forth like a kid who can't decide on a candy. That alone helps the game run smoother.
More provinces = units find their way around easier. Think of it like having more lanes on a highway; traffic flows better.
Battles are kinda spread out now. Instead of one giant mosh pit, you get smaller skirmishes all over the place.
And, we've just done a bunch of tweaks under the hood to keep things running smooth.
But you're right; more divisions can be a drag on performance. But there is another thing that gives a little bit of an affect, which is the speed of all/most units. The game "feels" like it is still playable really late game, as units aren't dragging their feet against the ground like your PC because they can traverse distances/provinces quicker leading to more conclusive sequences of battle.
