The target position must be in sight of the unit and within effective range of its weapon, if it's a vehicle the turret has elevation and depression limits, it can't shoot at targets that are too high or too low in relation to the vehicle; some modded vehicles with unusual configurations might not work very well.

I have tested on a dedicated server and it worked.
The AI can't suppress if it's in HOLD FIRE mode.
Also it can't if the target position is outside the weapon range.
Does the menu not show up or the AI not follow orders?
Are you using it clientside only?

It's not a module, you will be able to use the mod functions in ZEUS interface after installing it.

I have to think of a way to implement that smoothly, right now what you can do is take control of the gunner and change the ammo type manually and the next time he starts suppressing he will use that.
The current solutions provided by existing mods don't allow the player to easily suppress the position he wants.
This mod provides a line of sight and ranging tool and allows the player to get the AI to use suppressive fire exactly where he wants in most situations.
