Toolpack without the Errors

Description
Another continuation of Toolpack, since the main one, Toolpack 2023, was discontinued for a while.
Naturally I got my code from the original mod and I'm updating from that, I didn't get anything from other continuations.
Please read the page before commenting

Perfect for debugging, fixing peacedeals or just cheating.
Opening button is above the map options at the bottom-right (or use control+T). After enabling a menu click a state on the default map mode to use it.

Improvements over original
    Bugfixes related to being out of date
  • Ported infrastructure reskin.
  • Fixed enabling/disabling elections not working.
  • Fixed setting capital not working.
  • Fixed ship deletion and spawning (types may not match entirely due to MtG changes).
    New game elements added into pre-existing features
  • Added fuel silos and railways to building spawning.
  • Added personal union, collaboration governments and supervised government to the puppeting options.
  • Added transferring resource control and compliance/resistance editing to the state manager.
    Bugfixes (not related to being outdated)
  • Fixed usage of non-existent color code.
  • Manpower/population menus should have variable overflow issues less often and fixed some instances of adding/removing incorrect amounts.
  • No unnecessary tech checks on refinery spawning so there's no errors on Road to 56.
  • On resolutions other than 1080p, the toolpack menu no longer opens in another spot than the opening button.
  • You can now add military access in both directions.
    New features
  • Multiplayer compatibility: Decisions to determine who gets to use the tools, and changed script so they don't show while someone else is using them.
  • New menu to toggle country rules such as the ability to send volunteers and create factions and a button to unlock basegame locked templates and army restrictions. Due to technical limitations this doesn't extend to new modded ones.
  • Reworked ship spawning and its menu, no longer spawning ships in preset regions, but directly into one's stockpile, now with selectable design year. Uses presets for use both with and without Man the Guns.
  • Buttons in the state manager to upgrade/downgrade urbanization level of states. (impacts building slots, know as state category in the code)
  • Country releasing tool (see images).
  • Political power and command power have buttons to add/remove this currency, they have a very simple console command, but that can't be used in multiplayer naturally.
  • Unit spawner expanded with actually usable tank compositions and mechanized units.
  • Chinese and French localization (see credits).
  • Toggle button in state transfer tool for auto-clearing selected states.

  • Country painting (ruins compatibility, try Paint It, worked fine in my brief testing despite being 3 years outdated)
  • Country renaming (impossible dynamically)
  • Faction/state renaming, this is a lot of work (every key needs to be mapped, stored, processed...), and already exists.
  • Railway deletion (impossible, can only damage)
  • For now - plane/gun/tank spawning - might become a submod to maintain optimal compatibility with non-vanilla.

@marjin211 gotcha, do you think that if I were to go into the files and find the actual resource tags and replaced them in your toolpack would work? so instead of rubber for instance it spawns water in hoi4 owb erx.

@marjin211 In OWB ERX I cant change the amount of resources there is, am I just not understanding how to use the tool? I click on a province, select the resource I want to manage, and I tried to add some but ultimately nothing happened?

that line of code is one of the effects that refreshes the building menu, it being in other menus means you dont have to reopen it for any changes to show
I can put more dependencies in where it helps, but its better to just make a small submod in case of issues like that

after that, the mod just needs to add other mods as dependencies in the descriptor. there should be no crashes and most of the features should work

in the mod, there are a lot of "bst_count_civf = yes" lines that makes toolpack crash in a lot of overhaul mods. If I have to guess, this makes the game check for civilian factories, which causes a CTD if a mod replaced a civ factory with something else.

The line appears in windows that I don't even think needed a civ factory check, and when I personally removed it, no problems occurred. Please consider looking into this
