Would it be possible to turn on city management of tiles 4+ spaces away from your cities?
Nothing, they are one of the few ways to expand your empire (beyond conquering other cities, which is obviously allowed).
That mod is actually quite different from my mod.
Each offers a different play style.
If anything, that mod is similar to my "No More AI City Spam" mod, which can be found here:

If not, try to re-downloading this mod, it may have been corrupted when you downloaded it.
When I do I promise I will try to make this mod compatible.
In the mean time, you can verify if this mod is working or not by removing and re-adding it. And by seeing if it appears in the list of active mods during a game.
You can disable all other mods (except this one) and run the game to see that it works.
(Keep in mind it won't work well on Diery difficulty)

What difficulty are you on? If you're on Deity level, then the Civs will get a bonus Settler (even with this mod installed). This is mentioned in the mod description.
I don't quite understand what happened, and what you would like to happen (how do you want the mod to be "complete").
Can you please elaborate?
The name of the mod is a tiny bit distracting. You can only play as a major civilization like before, you just can't build settlers and are more or less confined to playing as a citystate. The capital is all you'll get.
One other item you might look at is changing the city plot allowed values from 3 to 8. By default its hard coded to 3 but the xml value can be set up to 8. It doesn't change the 3 plot buy range you can work citizens in but makes the luxury/strategic tiles available (depending on city expansion) out to a maximum of 8 plots for their amenity/strategic/trade values.
One of the things I doscoverd working on this mod, is that there are only 2 ways to tweak the game:
1. Tweak the game for all players (human & AI)
2. Tweak the game for human player only
The option to tweak the game for AI players only, is missing from the game :(
There apparently is a bonus built it into the game, that on higher difficulties adds additional settlers to AI players.
Unfortunately, it cannot be removed.
I reduced it to it's bare minimum - Deity difficulty (only) adds 1 additional settler to each AI player.
Sorry the mod wasn't working before.
I needed to wait for the weekend (when I have some free time) to fix it.
The good news is that it's fixed now, and should work for everyone.
Even better news is that I took the time to handle the eras issue - so now regardless of the era the game starts, everyone only gets 1 settler.
