Adjusted all of the missile based ammo to use relative velocity with a 200 m/s variance on their initial firing speed. This means weapons fire should feel more intuitive.

Fixed an issue with 50mm Fixed Stormgun placement

- 250 m/s velocity added to all weapons
- Magnetic Coil cannon fixed, no longer impacts shield of grid it is firing from
- CIWS turret +65 degrees left and right angle
- CIWS turret variance reduced from 3 to 2.5 (still a nice fat cone)
- CIWS turret massdamage increased from 200 to 500
- Anti-missile turret massdamge increased from 400 to 800
- CIWS and Anti-missile AI range and maxtrajectory increased to 900
- Missile maxtrajectory increased to 1200
