PRISON ARCHITECT - Stuck Prisoners.

Problem: Prisoners remain in Holding / Not escorted to cell.
Solution: Unassign all guards (regular / armed/ canine) from priority areas.
Solution 2: Look at work queue / Direct your
efforts there on Staff. (i.e. remove jobs / rehire staff etc. but rehires don't work
if jobs are stuck)
