Oh no i like the new tech system so i don't care about that. But the broken part of the mod seems to be the institution spread and spawns. That's all removing the "Tech Penalty" line changes. I'd assume the game sees that line and freaks out as that doesn't exist anymore and reverts to the vanilla base institution file. The old time based institution penalties i'm sure can only be brought back by using an old version of the game now.

I checked both mods, with your changes the province got a monthly +0.60 towards feudalism and with the base mod it was +0.45 (all this tested on start date). If this was your intention thats all right, but I and the rest of the folks are mainly complaining that the new system again balances all techs world wide by the end date. Sadly, this isnt solved by just deleting some files and calling it a day. But nonetheless any attempt at fixing this godforsaken system is appreciated, so cheers mate and thank you.

That's working as intended. What my fix does is make institutions spawn and spread correctly.

Hey, I tried doing your fix by deleting the penalty lines on all institutions but after testing I found no difference with the other mod, tech penalty still increases in an interval of 15>15>25 and is still capped at 50%.
