I solved the issue it was my bad I installed Windows 11 Pro N and on that version of windows I had the issue, I managed to reinstall the Windows 11 Pro ( normal version ) and it worked

Not much detail there with your gtav issue, other things done, when it started - if old/new user, pc, if ever worked, etc. Sadly, there are many different reasons to have that problem/similar. YMMV obviously, I've largely stepped back from helping for at least 6+ months now so if R* has introduced even more causes/issues.... meh. I hope not. Hopefully something can be of use in the link or help you rule out some other things. /goodluck
