Hey I had an idea for a really handy mod

So you know how with Dev mode you can order a caravan to pack up on the world map instantly?

Why couldn't there be a mod that allows you to do that WITHOUT enabling dev mode? Or is there some kind of balance issue regarding escaping a raid at your base? Maybe it could be made so that you can't instantly pack up while hostiles are on the map? I might want to try to make this mod myself tbh, but I don't really know where to start
