Each of the magazines/comics in this collection provides the same perk that will be cumulative for each one that you pick up. The perk for these is that your Ballistic Weapons Permanently Do 5% More Critical Damage.

Just a quick update on this one, I found a key to the safe. If you head into the police station and head behind the large brown counter that is at the entrace, the key was on the ground for me sitting right in front of the set of file cabinets up against the wall. But once again, as I mention in the video, this is ONLY after, the main BoS force shows up after your Kellog quest. Hope this helps!
