It actually sounds like a fun civ. Unfortunately, I’m no longer making new mods for Civ V. You can try asking Pouakai, TPangonlin, or Uighur_Caesar who I think are still working on civs for V.

There was an idea I had for a civilization for the Paiute, a tribe in thr Great Basin of the U.S.

Wovoka - The Paiute
UA: Ghost Dance
- Faith-based buildings yield +10% City Strength and +5% City Health. Medicine Men, Missionaries and Inquisitors may attack and defend, and yield +10 Faith from each hostile unit killed. Civilizations and City-states with your religion yield +15% culture to the Paiute.
UU: Medicine Man
- Replacement for the Great Prophet, spreading religion in Paiute cities yield +50% Golden Age points. When spreading religion in cities of Major Civilizations, additionally yields +250% Tourism. When spreading religion in City-States, yields +30 Influence.
UU: War Band
- Replacement for the Rifleman, has +3 movement, begins with Survivalism I. -10% combat strength (63 vs 70), -20% Production cost (120 vs 150), and ignores enemy zone of control. When attacking, performs a free ranged attack followed by their melee attack.

About 3/4 of them have a voiceover. After the announcement of Civ VI, the modder who helped me do them sort of lost interest in V. So, the later releases generally don’t have it.

In terms of animated leaders, the Mali mod actually does have one while the rest are static. You’re right, it’s extremely difficult to get animated leaders working in Civ V. In fact, I think only 3 or 4 modded civs by any author actually has an animated leader. So, they're sort of a special case for Civ V mods.

Just wanted to say I'm enjoying the heck out of these new civs. They've breathed a whole new life into Civ5 for me. I appreciate the effort that you've put into both the historical research and ensuring that the special features of each civ are both appropriate and balanced. Very nice work!

(Am I right in thinking that some civs have no voiceover when you start a game with them, and also that there are no 3D moving avatars for the leaders? I can see how that could require more effort than it's worth, if it's even possible to add in a mod.)

Hi, it sounds like a great idea. Unfortunately, due to a busy personal schedule, I’ve had to stop modding for Civ V and have posted my final projects. I might start up again with VI, in which case I’ll definitely keep your idea in mind.

I know both JFD and Lastsword have released high quality Switzerland mods for Civ V:

I dream of seing a mod for Switzerland, with General Guisan as the ruler... William Tell replacing a Crossbowman (with advantage when on/near hills and mountains, and Banks bringing +50% gold. Perhaps one day... ? Contact me if you're interested, I may certainly help you with ideas if necessary.

It depends on how complicated your civ's abilities are. The best advice would be to look at existing civ mods and see their structure / how they accomplish similar abilities. You should also check out civfanatics.com for advice as they have one of the most active modding communities for civ.

That's a bug with the steam workshop not the mod. Normally I unsubscribe and then resubscribe in game from the mod menu to get them to show up. Otherwise you can manually download/install them which should fix the issue. There are download links at the bottom of each mod's description.

ok, i must be really dumb or something, i've subscribed to all the civs and yet none of them are appearing. tried to start a normal and modded game and they dont show up in either, or the mod list (not sure if they're ment to), also have both expansions. anyone have any idea how to fix this?

Harappa and Sumer have received rather substantial overhauls/updates. The amount of work involved between them was close to doing a full civ so please check them out.

I've actually wanted both an Oxus civ and a Cahokia civ mod myself, but just don't have the time to do them. I know of another modder who is aslo interested in doing Cahokia, so hopefully we'll see them released at some point.

Secondly, I know you aren't looking in to creating new civilizations right now, but if that time happens, perhaps think of Bactria or Cahokia as a possible candidate? I unfortunately just don’t have the time to take on new requests at the moment. Mostly, I’m focused on trying the get the civs I’ve already been working on for a while ready for release.

For future requests, however, I’m also usually not interested in doing civs whose core land area is already represented by one of my current civs. (So, not really interested in doing a version of Ukraine or the Hetmanate as the area is already repped by my Kievan Rus’ mod, etc.).

I would still make the argument that the VOC would be a lot more unique, being a sovreign corperate state which is normally just seen as sci fi, but actually happened in history. It would probably have a lots of benifits to trade but have to buy its soldiers with gold to represent mercinaries
