The Flared Frontiersman is one of those in SFM by default. You can spawn it via the "Add Team Fortress Item" option when right clicking the Engineer's name or by model viewer under the name "jul13_king_pants".
All this addon does is override the already present textures so it's not forced to be jet black.

Most cosmetics in these addons are not models themselves, they are texture overrides. They need to have the models to apply to. These cosmetics can be acquired generally by downloading another addon for the update of which they originate from, or preferably by extracting files from TF2 via GCFScape which functions as a "manual update".

Because you can extract those files from TF2 itself and this addon is merely a texture override. Would be a lot to download all respective files in bulk like this. I'm unsure whether workshop would allow me to do this.

You can also replace the respective files in TF, however extracting new files from TF2 will undo that.
Point is however, people generally don't know which folders take priority, and if you go check, you might as well adjust them while you're there anyway. Is basically an inbetween of the two options I suggest.

I mean ripping the files out of the workshop folder and putting them in that folder with higher priority. Sure file paths have to be set up manually, but it works. Mainly so that the Usermod folder alone doesn't break SFM

The highest priority folder is Usermod, which is what the Google download is set up for. Unfortunately, any addon from Workshop will go into the Workshop folder which by default has a priority less than TF. Which is why there are instructions to give Workshop higher priority. Otherwise this addon straight up will not function.

Another tip, I found it helps to have a specific folder for TF2 fixes that is higher priority than the TF folder so that nothing breaks

It is possible, and already done, however it's on the All-Class addon of mine since that was made multiclass at some point.
MAY need to extract files from TF2 to SFM for it to work properly though in case you don't have the multiclass version already.

This is a texture replacement addon. Where simply subscribing is not enough unfortunately. All you need to do is select the 'SDK' option when opening SFM, select Edit Search Paths. From there, a check list will appear with Workshop, TF, TF_Movies, and some other stuff. All you need to do is to click and drag Workshop above TF and these textures here will gain priority over the normal broken textures. thus SFM will choose to look at my fixes instead.

There is no VMT, it's all VTF overrides!
Give Workshop priority over TF and SFM will look at the fixed textures instead of the default ones.
If I provided VMT files with these, they'd be exact copies of that of which you'd find in the TF directory so in the end, it'd be pointless to.

That was actually brought up with the last couple comments below. Unfortunately there is no convenient fix for this yet as all colorable self illuminant textures have this problem.
The only ways to fix this is to either change the color values via RGB in the VMT belonging to the texture or disabling the self illumination, leaving it colorable yet without its glow.
I believe there are a couple tutorials regarding this on Youtube.

Personally as a lazy shit, I'd just shine a light on each eye brighter than the self illumination of the desired color.

There technically is a fix I know of, but it involves going into the VMT and changing the tint of the illuminant layer via RGB values every time you want a different color. Not at all convenient in the slightest.

That would be an additional variant that was added to the game a while after it itself was added.
Along with a bunch of other updated cosmetics.
S2 would be the version you see on the left in this preview that's not the one with the middle line.

Not a problem, I'm glad I can provide a workaround Valve's errors.
They're weird when they do this stuff. Some cosmetics had their files updated, some recieved additional files, just all weird.
I still recommend extracting from TF2, you can find tutorials on Youtube for that, but you'll get literally everything (With some exceptions) that's currently in game. Even weapon skin compatibility.

Okay, yeah, that sounds like what I was thinking.
Unfortunately I cannot fix this problem myself as your model is 'outdated' in relation to this addon.
As far as I can tell right now, there's two seperate models of that hat for each skin, so they probably changed the material wrap to have the texture applied differently and made a new texture for that. So the best I can do myself since I do not have the old model or material of which you have is to direct you to here which I believe has the un-updated version of the Trencher's Topper.

Otherwise I suggest extracting files from TF2 to get up to date content.

How so by messed up? Like a backwards texture or somethin'?
If I recall correctly Trencher's Topper had a slight model update like the Killer's Kit for Soldier did which completely reversed the direction of how the texture was applied.
If this is the case, then the solution would be to obtain the 'newer' version of the Trencher's Topper for which these fixes apply to, or to remove the specific files from the directory.

To get this addon to work properly, you have to open the SDK and the bottom most option for editing search paths is what you want to enter. From there you just have to click and drag Workshop above TF and all the workshop textures will override the equivalents of that from the TF path. Meaning my fixes will be seen over the default textures.
I wish it was as simple as just download and be done.

I don't know what it is with Workshop, it seems that sometimes it doesn't download everything in a pack like this correctly. Cause 'fwk_engineer_cranial.vtf' is part of this.
I suggest attempting to redownload this addon. Otherwise I can guide you through manually installing these repaired textures.

The gunslinger is only available for the IN GAME Engineer model and not the standard HWM Engineer. However, there is an Enhanced Engineer you can find somewhere around here on Workshop. I think.
From there, you put the gunslinger on via 'Bodygroups'.
