I have the map downloaded (small_horse_v3_1 & small_horse_v3_2) but I have some missing textures. In particular the pictures on billboards. I saw a mention of an addon called "Small Horse Server Content" but can't seem to find it anywhere.

Open your Steam Library and right click Gmod. Select properties. Go to the beta tab and you'll see the Chromuim Beta option there.

Either flash or something in these addons is causing my graphics to freeze whenever I enter the server

Ensure you're subscribed to the entirety of this collection. If it still doesn't work - restart Steam after subbing to all of this - there may be parts used by other Source games that you won't see unless you have these games mounted or installed.

Still getting a lot of missing textures in the map, specifically pictures on the walls it seems. Unsure if those are simply a server based problem or an addon not listed here.

Walls and such may be pink due to certain textures used in the map being derived from other source games besides Counter Strike, such as Team Fortress or Half Life. The Small Horse server content addon as well as the shc two addon should resolve most issues but there may be some parts that will be the beautiful shade of pink checkerboard.

As for the chat commands, what are you asking about specifically RK-MavericK? Chat shortcuts like !pony ?

I don't believe any changes were made to the content addon, but if you haven't been on for a little bit Gmod updated a couple times and changed up download directories for addons and such. Perhaps that may be it.

If it continues, unsub from the SH content and map pack and restart Steam, then resub to it.

When my internet sucks and I try loading in apparently shc 2 always takes forever to load, why is that? >.>

I have gotten all the addons, restarted the game, and done all that stuff. But for some reason I`m still getting errors and missing textures from billbords and stuff. Why would that be?

They, along with a few other soon, were removed because they were strictly player models. We added the ability to use any player model from the workshop while you're on the server so it weeds out excess downloading for everyone.

why did you remove all of the good addons?

when i downloaded this collection i can't join the cinema server anymore. please help! D:
