What you cannot do are each starting planet's individual, unique starting missions unless you started on there. For example currently the only RG2 story mission available is the Akua one (which you can also temporarily do on Omicron Roggery and Ningues).
Palladium can be found in hostile territory (Zirax Kriel etc) mostly on Barren planets as well as some other moons. The Emperiopedia goes into greater detail on where to fine that and most other resources. Industrial cut diamonds are crafted in a universal constructor from raw uncut diamonds which can be bought from Talon quarries, or as an occasional byproduct of mining magnacite - again, the Emperiopedia should provide more options.
Just wanted to finish up with a thanks for making this awesome game so much better.
After escaping a difficult Random Start I made it 272-LY to the Delta system to start the story and after completing a couple POI's it said that there was nothing else to the story. I only found out after finding a 3 year old Red-It post. I think if I would have known at the start I would have saved the Random Start for after I played through the story line.
Like I said I must have missed where it says this, or maybe add a sentence in the Getting Started section of this page. ?So now what start a new game and import/span-in what I had when I made it to the starting area of the universe or just start a new game all together?

You could report it on GitHub so if others encounter the same issue they can find it there.
And no, you can not change the folder location of a currently running save game.
However! I highly suggest that you do not adjust the mining speed, / damage, radius... This is because if you do more damage to an area it does not mean you get more resources out of the area. I have in the past adjusted this myself and found that the slower you go, the more resources you can actually obtain from a single node. However, this was my experience with it, your mileage may vary... But it can also cause other issues like your drills not cutting a clean tunnel and the like. So be warned!
