Mod works. You need to download multiplayer for it to work.

i might be wrong but i think your the first to make an official workshop " overpowered " mod , ive been working on my own version i just call SWAT , basically the only thing i changed was the health and increased the plasma bullet speed , would be glad to collaborate and make this mod for halo 1 - ODST , add me if your interested
