Not sure if my troubleshooting will help here, but here is my now-working load order:
SFO
Tech Tree (This Mod)
Norscan Tech Tree (by same Mod Author)
Decky's Tech Tree and SFO patch
If the issue is the same, you all might be able to load the game by re-injecting the missing tech trees simply with the following LO:
Tech Tree (This Mod)
Norscan Tech Tree (by same mod author).

Hope this all helps you, though as I've said, I only play with SFO so I haven't verified this resolves the issues some of ya'll are having with vanilla. :)
Festus is the only one without a tech tree.

This mod is a fav of mine and I'll keep an eye on the thread moving forward to stay up-to-date on development/updates.

1) absolutely ADORE your mod. The game feels unplayable without it and it has a permanent spot on my core modlist. Excellent work by all accounts!
2) I was reading through the lore tidbits for some of the new technologies (in this case for the Vampire Counts) and wanted to offer localizing the lore snippets to English if that's something you'd like?
For example, I'd be happy to go through the lore you've provided and send back a 'recommended localization tweak', as seen below:
SFO touches EVERYTHING. I'd be extremely surprised if this were compatible (unless it were specifically created to be compatible). In that case, it'd probably say in the description that it is compatible with SFO and, unless I'm missing it, it does not make that claim.
Seeking Knowledge, Tzeentch Prayers, and Orders Arise techs do give research bonuses
