The idea is good it's very unbalanced. Insurgents start very early, income is extremely low and lack of stability is a huge problem. Increasing the income or reducing the prices of initiatives would balance the scenario. Also I had to spend 11 bucks just open the way for national and mercenary initiatives, which is very bad and feels like waste of money.
