Village Leader Governor

Description
The region has been abandoned and the populous is left to fend for themselves, the populous had enough and elected a Village Leader to govern and stabilise the region, but you're a bit unprapared... [Updated]

-No coalition soldiers but you do have merceneries, but.. you can't extend them
-inflation rate is higher but corruption rate is less
-initiatives are changed
-insurgents attack more
-Since the region was abandoned mid-operation there is already a HQ setup and some stabilise zones, and you also have left over funds from the abandoned operation
-Your income is not from reputation but stabilise zones

The idea is good it's very unbalanced. Insurgents start very early, income is extremely low and lack of stability is a huge problem. Increasing the income or reducing the prices of initiatives would balance the scenario. Also I had to spend 11 bucks just open the way for national and mercenary initiatives, which is very bad and feels like waste of money.
