Medieval super late reply, but the Il Principe version has been updated so that they become City-States instead of Barb Cities. (Unless no dead CS to yoink, then they're barbs.)

i guess the ai is now extra careful about expanding into far off corners of the map in the early game now. Or not.

Okay, so, I didn't notice a change in speed but I have a pretty beefy computer, so if you want to turn off the pressure from foreign/domestic citizens, open up Iska_GetCityLoyalty.lua in the mod folder and change g_bIncludePressureFromCitizens (right at the top) to '= false' instead of '= true'. That should make it quick again.

As for war, this mod doesn't touch diplo at all, so I don't think it's this mod, or perhaps just confirmation bias.

v2:
- Added loyalty from foreign/domestic pressure with slightly tweaked formulas from civ 6
- Added Loyalty info to InfoToolTipInclude so Monument/Palace now show +Loyalty in their ToolTip (Previously was just CityScreen)
- Resources must now be improved to provide local City Happiness
- Added bonus Loyalty from Traits (see screenshots)
- Fixed issue where Free Cities were invisible
