7 tons should be fair and still make a small profit.
As far as I understand and seen in other old plants mods, coal consumption should be at least around the double than production. So I consider in part your data and I will reduce it finally to 7 tons ;)
May be still not enough for profits, but more close to something balanced but at the same time very realistical as compromise
I made a short testrun (8 months) and set export to 3,6 MW. Coal consumtion tweaked to 6,8t ( 0,45) ( your values 8,1 t (0,54))
Income: electricity 41850
Expenses :
coal import 31600
food 2090
electronic 1500
clothes 2200
meat 1200
fuel for truck none, cause i forgot to activate fuel consumtion ....
Total income 3260 - fuel .

Yeah coal cosumption is much higher compared to the vanilla. I wanted in first place to do it more similar and balanced for the game, but then I thought realism is better: These early plants had actually much lower efficiency as the power plants in the 1960s, wich are represented in vanilla. Early the coal usually had lower quality because of extraction methods, and above all systems were much more primitive, the generators and boilers losing a lot of heat and energy in the process needing more coal as result in comparison to modern plants.
After all the building remains quite cheap to be build :) It is more focused for local consumption than exports, since sadly game have also prices not set for these times when electricity was almost luxury.
1. Coal consumption seems a bit too high with 8.1tn. It seems coal import and electricity export results in +- 0 . Vanilla coal factory values are 23 MW and 24 tons. You have 1/6 MW and 1/3 coal consumption. Perhaps change your values to 6-7 tons so that you could make some money with it while being quite worse in comparison to vanilla? Pls keep in mind that you need a small margin to buy everyday needs for your workers.
2. Building looks really nice, only grass in parking lot is looking a bit strange. (6th picture) When i placed it nearly the whole lot was covered with grass.
You can always limit workers or production if problems with deliveries by truck appear.
Ok I increased the coal consumption to 6 tons, it looks more realistical. In early game you can always run it not at max rate so easy to feed even with early trucks.

@wseslaw I wanted to do it less effective but I thought it was more reasonable this way, since in early start also trucks don't have enough capacity and speed to feed it (it has a convoyer link but I aimed for use with trucks, more real)... I will rethink it, but after all 4.8 tons for 3.76 MW is not so effective even for 1920, didn't it? Not sure now.
Construction material costs are the normal generated by the game (1.0), I only increased the cost of the chimney from 1.0 to 1.5. Not a big building anyway.
