They're used in the Swamp Fever map in Holdout mode. They spawn on the ground outside the starting house and you can make more on a workbench outside.

When I saw a mine, I thought it was a valve or something, stepped on it, got stuck, and soon after it blew up.

The mines only spawn in the Swamp Fever Holdout map. They're easy to add to custom mutations though.
