It only appears in the viewport, which is odd. Whenever I export anything it shows up fine.

Whenever I place this thing down and look at it with DoF active it produces an odd multi-layer blur effect for everything "under" the surface of the water. Any idea what's causing this?

Happy to help. To this day I am still looking for an answer as to why the refract ain't working for others if it's anything on my end I will fix it.

Unfortunately I don't know of any videos to do with refract so the only place I know of with any knowledge of refract is here: https://developer.valvesoftware.com/wiki/Refract .

I didn't really use that site for getting the refract to work. I only managed to achieve refract by looking at other models with the working refract effect and copy most of their codes over.

In the end the effects I've put on these models do work just for some reason it don't work for everyone I always suspect it's somehow a issue on their end that not everyone has.

Ah, I see. Also do you have any videos how they work? (because I probably have basic problem with that water model which is absolutely black and not fixable water texture and video I need just for more info)

Don't worry it's perfectly normal. The first skin on the model has a basetexture but as all the other skins have a refract shader they don't need a basetexture.

I am new to sfm, I am just trying to fix the 2fort water cuz for some reason 2fort water in SMF is cursed. And this is a bit confusing

Even if you click on the picture directly. Because the picture opens up larger when you click it and I don't mean the bar of small pics in a row click on the the pic it self and it should pop up larger. If it's not big enough I suggest use the magnifier that most PCs have.

$refracttint is the attribute command you just enter it in with no values after it. Once entered in look at the "element viewer" in the "data" section on the right side. In line with the command you entered should be a blank space. The blank space is where you need to put the tint values. But don't put commas between the values only a space.

Well to pull off the trick I did in that image I turned the screen skin to white or grey. In override materials using the $color command, I gave them close to black values. Then for the water panel i used the $refracttint command at much higher values.

Simply anything that is completely black will absorb all light and that's why any refract textures in front are still blanked out.

By the sounds of it your using those green screens from the workshop that you chose the black skin that it has. If that's what you're using then your problem is the screen because those screens use the UnlitGeneric shader which refract has no affect on.

@Phobias No no, so basically I have a model of a black screen and your water panel model, I put your water panel in front of the black screen and it does not show the blue color like I did in the 5th pic howevver when I remove the black screen the water panel returns to its blue color, is this some sort of reflection glitch?

The $selfillumtint ain't suppose to work on refract shading anyway. You need to use $refracttint on a vector 3 attribute and then add three values spaced apart.

However if before you put clicked "Override materials" for the model and the other skins are showing black than you're actually one of the few people suffering with an odd issue on your side that I haven't worked out how to fix if it's even fixable on my end.

@Phobias I did! I even used $selfillumtint but it does not work when I put it above a black screen. It would still look black, no glow.

Follow the tutorial on the 5th pic only make the values higher than 1, test out the strength until you get the results you're after.

I know there's an apparent problem, not just with the TF2 water but also the heatwave and shield models too. I've mentioned about in the comments that I can't fix it due to:
1. Lack of help.
2. The fact that I can't fix something that appears fine on my side as you can tell with the photos.
3. And that it's a problem I don't have any inside knowledge about.

If you know anyway to fix it I'm all ears to try it but I will need someone to tell me if it worked or not, instead of going quiet after saying you'll get back to me, because people keep doing that and I'm left wondering.
Judging by the comments however it seams this is only happening to certain people so it maybe somehow a problem on your end. So until someone can help us out all I can do is apologise.

My instructions never said it will be among the materials in element viewer you suppose to
right-click on the skin you're using, go to "add attribute" and in the drop down click "vector 3" and then type the "$refracttint" command. Make sure you're on the right skin.
Also the command won't work on "skin 0" A.K.A "planeskin"

Make sure it's not skin 0 you are changing as it has a different shader from the rest of the skins so the "$refracttint" command don't work for skin 0. Also in the element viewer make sure it's the right skin. If you're sure you got the right one then I have no idea why it's not working.
