Yeah, I'm very busy at the moment, but when that's over (in May), I'll make more civs.

You need to use Civilization V SDK of course. You can also look at other mods' XML files (open with notepad or internet) and see how they did it.
I'll play this and give it a review
With the UU, i feel like its actually pretty fair. Any experienced player facing this civ should be able to take advantage of the 33% defense penalty to nice effect. My only suggestions would be to either lower the attack a few more points, or to make the UU less effective against land targets or cities, kind of like the Korean UU.
With the UA and UB, i do feel that that DEFINATELY is overpowered. The combined % boosting for GA's, the 20% production boost (which would compound on top of the GA general production boost), and the extra happiness from the UB are way overdoing it. To make it a little more balanced, i would replace the 3 happiness in the UB with the 20% production from the UA, but for each individual city.
These are just suggestions, of course, but i feel that they would make the civ alot more fair both to play as and to face as an opponent.
