I just wanted the upload to be up to date with what I had in my data folder, because I'm probably done modding this file now.

Had to update to make sure that the war blocks were being excluded for the all nonroman player factions.
Improved the randomness function so that results are the same when the same battle bonus is checked again during the same turn.

People were still having problems with the carthage peace, so I turned it off until I can properly test it.
Also added a bunch of checks that war/peace triggers won't happen for the non-roman player.

Rewriting everything to implement that feature for finding regions via map position caused a lot of small bugs, but they should be about found now.

Hopefully fixed trouble with the rome-carthage peace when people use savegames where the peace was declared before the war blocking feature was implemented.

Fixed a serious mistake which caused all the wins to not be given.

An oversight caused diplomatic options to be turned off for the player.

The carthage peace should now also not flip fourth and back in games where it was declared before the mod had this feature. Some significant changes under the hood. Added a 'no diplomatic nagging' feature (only triggers in the first turn) that makes the AI stop asking for alliances.
