Hmm, that's a first for me. I've never experienced that problem myself and I'm not sure what kinds of mods would conflict with my text files.
Are you playing Civ V in any other language besides English? The mod was made only for the English localization and AFAIK, running the game in a different language setting might be causing the problem you are experiencing.
You're not the only one that's wished for an Aurelia or Leasath civ. Unfortunately, lack of info (leader, art assets, city names, etc.) would mean that both nations won't make it.
On the bright side, there's always the Superplanes mod that adds some ACX units into the game.
Could it be... Belka?
