Realistic Vehicle Speed

Description
Compatible with Cities Skylines 1.9.0-f5 (Green Cities)

This is the realistic speed feature removed from AVO.

Each vehicles will have a slight (+/-10%) variation of their speed. Also on highways, vehicles will go faster in the inside lane and slower in the outside lane. This last feature can be disabled in the mod options.

WARNING
- It might cause the simulation to slow down.
- Due to changes to the vehicle AI, this mod might be incompatible with other mods.

Just don't use this mod, makes all emergency services slow and helpless and doesn't work with tons of mods.

Sadly it affects the speed of police/ambulance/fire trucks, too.
So when they are on a mission, they will still drive with a random speed picked by this mod, which might even lead to a police car with sirens and flashing blue light to slow down the whole traffic behind it.

@otrwalter TM:PE has this function built in - it's called Individual Driving Styles [github.com], and there's additional features that alter speed based on Road Conditions [github.com] and Reckless Drivers [github.com].
