Found Custom Hegemony

Kuvaus
This mod allows you to create a custom hegemony just like you would a custom empire. Tested and the A.I. can also form custom hegemonies.

This mod was inspired by the Form Custom hegemony mod by Akatosharine (See below for link).

Version 1.1.1 Added:
Added some translations for Simplified Chinese created by 無壹
Fixed localization for each language (though no translations for them yet).

This is my first workshop mod and I hope you enjoy it!

If you have any suggestions or bugs please let me know and if someone wants to localize this mod for other languages, just suggest it to me with the localization.

@aura.cedric Do you mean like a shattered world type mod? If so, I think there are many on the workshop that might work for what you want. If not, could you tell me exactly what you mean by no empires?

@Scyobi_Empire I think by changing the line ai_will_do to base 0 in the decision file of the mod might prevent ai from checking the decision

Hi, a quick off-topic question: could you create a mod that lets you start the game without the Japanese, Chinese, etc. empires, so you can experience the conquest and creation of empires? It would change the gameplay a bit compared to current power-based games, with a greater focus on building strong alliances and strengthening your own kingdom

Even in a vanilla run it does the same for feudal, I made a bug report but not sure if its fixable with a mod or if its hard coded. Last post lol

I think it is tied to administrative government type since I just tested a swap and the penalty went away for the fuedal and administrative vassals inside the hegemony de jure but remains for those outside of it which is expected.

I tested another save of the roman empire vanilla hegemony making it as fuedal instead of admin and the .75x for dukes remains. So its probably hard coded into hegemonies for fuedal or something idk.

Am I the only one getting a 0.75x not rightful liege for duke vassals as a hegemon? Im fuedal and according to all the maps they are in the dejure kingdom/empire/hegemony. Wiki says the immediate dejure liege requirement doesnt exsist for hegemonies and empires for duke vassals, but maybe its not hard coded to the title tier or maybe being fuedal is the problem?

@Elizalexa Jones I can. I just have not had much time recently to do it so I have not yet but I promise I'll make it by the end of next week since it is such a simple change.
