Found Custom Hegemony

Description
This mod allows you to create a custom hegemony just like you would a custom empire. Tested and the A.I. can also form custom hegemonies.

This mod was inspired by the Form Custom hegemony mod by Akatosharine (See below for link).

Version 1.1.1 Added:
Added some translations for Simplified Chinese created by 無壹
Fixed localization for each language (though no translations for them yet).

This is my first workshop mod and I hope you enjoy it!

If you have any suggestions or bugs please let me know and if someone wants to localize this mod for other languages, just suggest it to me with the localization.

@Dknight While I like the idea, the only problem is that a player in Europe might not be able to reach that amount of realm size easily and might have trouble with the three empire requirement given how large the empires tend to be. I think I might just make a variation of this mod that will not have the A.I. be able to form the hegemonies.

Personally would increase the realm size requirement to 200/235 if you don't have at least 3 empires—at least this way it'll make it more difficult for the ai to form a hegemony.

@Scyobi_Empire There is no way to prevent the A.I. from forming a hegemony. The only way to disable this feature is to disable the game rule for custom empires and kingdoms but it would disable it for you too. Sorry.

@Clinton Bot 9000 Yes, and taking the decision to split the Eastern Roman Empire as the hegemony of Rome allows an Eastern Roman Empire hegemony to be formed!
