Call To Arms Laws

Description
This mod introduces Vassal Levy Control Laws, where feudal rulers can determine whether they use the call-to-arms system or raise levies the traditional way.

When set to Vassal Levy Control the call-to-arms system will be enabled and you will have to ask your vassals to raise their levies and fight for you in war.

When set to Sovereign Control the call to arms system will be disabled. Vassal levies will be directly controlled by their sovereign and can be raised when not at war.

The Gameof Thrones Mod uses its own Call to Arms system. It will likely not be compatible

Thank you. I updated it, now the law should only be available for independent ruler.

I did some more testing with no other mods working. I was able to replicate the issue with the duke of Aquitaine and several HRE and polish dukes. Law seems to only function correctly for independent rulers and not subjects.

Just: performance 3.2, no artifact loss, title manager, and magnum opus second edition. None change laws.

I was playing as a French duke and switched to vassal control and it doesn't seem to do anything. I still have their levies and can't call them to arms. However if I play as an independent ruler I can call my vassals in just fine.

Finally there's a functional call to arms mod again for CK2, great work author.

I notice there a opinion malus for direct control, wouldn't it be more appropriate to give a opinion bonus for vassal control? as the default game doesn't penalise you for direct control as it would be considered the norm for feudal governance.
