Thank you for clarifying for me! Thats awesome to know and thank you for the guide! It has helped me so much so far!!
So by just using a finished 100% save file you won't unlock any achievements.
But by using a save file with, for example, 199/200 pigeons you will only need to find the last pigeon, and that will then unlock the achievement.
Such as - Collect all the pigeons (200)
Fly under the bridges (14)

Thanks for the evident high effort--it's well appreciated by this old fan of IV. NYC in the 2010s was a pretty special time for me and GTAIV lets me explore and remember it well (the clothes, the jargon, the debatable tunes...) and, having finished it already multiple times on consoles, cracked PC copy, etc, it's really nice to a.) have all these little excuses to come back to it, and b.) have a guide to let you do that without making it your fucking college thesis--someone else already did that, and we stand on the shoulders of giants.
