Report a translation problem
The tooltip will explain why a vassal can't revolt.
They are sorted by happiness, grouped by being blocked or intimidated to revolt. The tooltips explain everything, launch it and look around.
Pinned list shows just rulers vs their vassals.
What makes a vassal unable to revolt?
If I understand correctly, the upper graph shows your strength vs only the happiness (or lack thereof) of your vassals. The middle graph shows [You? Vassals who cannot revolt?] above and in comparison to the graph of your individual vassals, sorted by ?
Does the lower graph of pinned rulers show them in comparison to you or just as a standalone ruler?
