FunCom got rid of them. They're now only found at the ends of dungeons and are opened with legendary keys at lvl60.
So you have to fight world bosses in dungeons and/or above ground to get keys then fight to the end of a dungeon to use them on boxes. The silver mine near Supermeru in the Exiled Lands counts as a dungeon and have boxes at the end. The other more typical ones like the snowy outpost and stuff should have boxes too.
Many single-player games are designed to be played in the neighborhood of 40-60 hours.... You apparently pass these games 7 times to realize whether you liked the game or not....
