Districts don't Remove Features(Including Natural Wonders)

Description
This mod allows all districts to be built on all features without removing it (Including Natural Wonders).

For example, you can build industrial zone on fissure, and then build campus and aqueduct adjacent to it. Thus you can have the best adjacent bonus.

This mod can work well with any new districts or features added by other mods. You can tell us your problems here.

我这里地貌不移除,但是奇观旁边区域没加成,奇观里也不可以建城

要是能出个不包括自然奇观的版本就好了,自然奇观建立区域以后样子太奇怪了……

很同意羟色胺的话,我真的很需要能在战略资源上建区域的MOD,德国都规划好了,来个马让我不能建水渠,难受一整天
