A mod that makes universities friendlier to smaller nations by (around) halving input goods, workers, and innovation.

The changes to the universities on large countries make them take twice as many universities to equate to one in the regular game, except with 3 less paper at max level.

All changes to universities in change logs.

Compatible with every mod that doesn't change universities.
Loads and works in multiplayer.
Ai gets university buffs too.
