MD fix for Modifier test 1

Description
IN ENGLISH:

This mod was made specifically for me and my friends but I decided to upload this because others had the same issue that me and my friends had.

All the credit goes to the creators of MD and ModifierGUI who I didn't ask permission from but I hope they are okay with me posting this mod. If they don't like me uploading this mod they can just leave a comment saying that and I will take the mod down.

The mod itself includes both mods just combined

If there are any issues then download this https://drive.google.com/drive/folders/1OG5o_opOqGZXm-YzEABu2URzXQSCirqe?usp=sharing file and change the path at the bottom to the mods folder in your steam workshop hoi4 folder.

Where to place the file: Documents\Paradox Interactive\Hearts of Iron IV\mod

What the path line should look like:
path="Example disk:/Steam/steamapps/workshop/content/394360/2777861047"

394360=HOI4 Workshop folder 2777861047=the mod

Этот мод был создан специально для нас и наших друзей, но мы решили загрузить его, потому что у других была такая же проблема, как у нас и наш друзей.

@STALKER: There does seem to be a compatibility issue that I tracked down to this mod - with it on, the newest update's tactical strike feature disappears. The missile launcher tab no longer allows you to change the targeting and cruise missile tooltips no longer mention tactical damage.

As of now I have decided to not update this mod thanks to the issue with ModifierGUI not working with Millennium Dawn being solved. Should the same problem occur again I might create a new version of this mod. Thanks to all who used this mod and thanks to the devs of MD and ModGUI for not telling me to take this mod down!

@ColonelSS you have to modify it according to your current base training modifiers and it also can't be like -1000% if you don't have anything that gives you like 1000% training time

The Training speed reduction doesn't seem to work, it either slows it down or stops it entirely.

To all who asked for an update, it might be a bit late but I still did it. It is still untested but if there are any problems with the mod just comment and I will look into it
