Ori's Super Agents: Buffed Campaign Actions (S&F)

Description
Summery
This mod gives substantial (even OP...) Buffs to hero actions on the campaign map. These include active actions, such as Assault Unit/Units/Garrison, Damage Building etc., and passive actions such as Spread Public Order, Spread Untainted/Corruption, and Stimulate Growth. The mod effects all heroic characters from all factions, but was tested and balanced primarily for Empire and Bretonnia.
Note that some of the buffs are extremely powerful. For example, Spread Public Order at level 3 gives 20 Public Order in a local friendly province, and a whapping -25 penalty in a hostile province.

Heroic characters in vanilla are a missed opportunity in my opinion. They have the potential of being a unique campaign mechanic through a combination of army buffs, combat abilities, spellcasting and campaign actions, and yet poor balancing makes most of these functions obsolete; Spellcasting and combat support abilities are by far the best, so the player is only left to decide which hero should be attached to what army. Buffing campaign abilities shakes up that balance, making heroes into strategic assets that can be used in multiple ways: They can incite a rebellion in an enemy province, massively boost income in a friendly province, devastate armies through assault actions - or, of course, support armies in combat.

So why are the buffs so extreme? Because in my experience - it worked. Campaign abilities need to be game changing if they are to be worth investment and attention by the player, especially while compared to spellcasting abilities. A -25 Public Order effect, for example, can't be ignored and will require an assassination or the presence of a friendly hero to counteract the negative effect. Heroes will essentially become a one man army, and I think that fits the epic scale of Warhammer.

Bellow are examples for the more significant changes that were made. Note that some abilities were effective also in vanilla (such as Assassinate, Hinder Replenishment and Block Army), and were therefore hardly buffed in this mod. Scavenge and Scouting were nerfed.

Compatibility and Future Plans
The mod should be highly compatible, even with mods that change heroic campaign abilities (such as assassinate). Mods that change agent caps are also compatible (even recommended). To make sure it works start a campaign with Alberic and check if his starting Paladin has a +10/-15 Public Order effect.

Unlike my other mods, with this one I played multiple campaigns, and although it's a little crude it seems to work as intended. That means I don't have plans to make significant changes (aside from minor balance fixes, especially for factions I don't usually play such as Elves).
