Dr. Galvani's Office
Doctor Galvani's safe in the laboratory room of his new apartment near Dunwall Tower. The combination can be found by collecting the Sokolov painting from the wall.
Contains: 2 Silver Ingots, Pistol, Ammo

Overseer Offices
The safe can be found on the third floor of the Overseer Outpost in the Campo Seta Dockyards. Next to the safe is a book which you have to reference alongside the note on the large table in the next room to solve the combination.
Contains: Rune, 3 Silver Ingots, Raw Whalebone

Winslow Safe Company
The combination is found in a note in the store's cash register, and the safe is in the center of the store, towards the back.
Contains: Bonecharm, 2 Silver Ingots, 1 Gold Ingot, Pistol, Ammo

Addermire Institute Lobby
At the main entrance to Addermire Institute, in the top right corner of the second floor will be a locked safe. The combination is written on a note on the right side of the room.
Contains: Combat Sleep Dart Blueprint, 1 Silver Ingot, Copper Wire

Dr. Vasco's Office
A safe in Vasco's Office [Disease Treatment]. The combination will be given to you by Vasco when you talk to him, or depending on how you progress through the mission it can be collected from his corpse [Recuperation Room].
Contains: Vasco's Journal, Vasco's Lab Key

Correy Brockburn's Apartment
A safe in Correy Brockburn's Apartment in Lower Aventa. His apartment building can be found at the end of the alley beside the station, and is the first door after ascending the stairs inside. The combination is written behind a bottle on a nearby chalkboard. Only two of the numbers are legible and the third must be guessed.
Contains: Book, 2 Silver Ingots, Lucky Salpherite

Carriage Gate Control
The gate blocking the rail line to the Clockwork Mansion. The combination is in a note found on the top floor of the guard office.

Infested Building
A safe in the bloodfly-infested building in Cyria Gardens. It is beside the Red Building and opposite The Royal Conservatory. The combination is sold by the Black Market which can be found near the docks and costs 250 coins.
Contains: 5 Silver Ingots, Silver Dust, Pistol, Ammo

Black Market Storeroom
To access the storeroom we first need to gain access to the owners apartment. You can get into the apartment by entering the alley behind the building and destroying the wooden board blocking the door which is visible through the windows. Inside, look for a note next to the wedding silvergraph that indicates the month, and look for a calendar in the hall with a circled date on that month (it will always be the fourth month).

The Furnace Room
On the first floor of Stilton Manor, to the left of the Great Hall is a small furnace room. To access the safe in this room we need to burn the wolfhound's corpse in the past to remove the bloodfly hive in the present. After removing the wolfhound, the safe will be open in the present with it's combination visible on the door. Return to the past and input that same code to claim it's contents.

The Study
The combination to the study door in Stilton Manor can be found in the backyard. The note is on the table under the gazebo, only available when in the past.

Carlos Marletto's Apartment
The safe in Carlos Marletto's apartment which is in the building just to the left of the Wall of Light barricade. The combination can be found on the safe in the silvergraph of Marletto just opposite the safe. The key to access his apartment is in the cash register at the Winslow Safe Company down the road.
Contains: 1 Gold Ingot, 1 Silver Ingot, Pistol

First Captain's Safe
The combination can be found on a note found in the Duke's Office which is on Elevator Level 3. The Safe which is on Elevator Level 2 is located opposite the Dining Hall, in the office for the First Captain.
Contains: 1 Gold Ingot, 2 Silver Ingots, Rune

Dr. Galvani's Office
Dr. Galvani's same safe. The code is the same as it was previously and is also still found in the same place as before, though there is no painting in the way this time. If you did not rob the Safe already in your current playthrough you will need to collect the key from the Maid who is down the stairs by the campfire right outside the entrance. If you did already rob Galvani, the door will be unlocked already.
