I tried removing the Ruler reaction ability for the Assassin and she kinda bugged out a bit. Wondering if that can be fixed by just commenting out that bit about Bending reed in the config.
The Hunter can miss, deals way less damage, has to choose between moving and shooting, and suffers pretty heavily from disorientation.
Fucking "Honour" weeb gets to zip around dealing fucktons of guarantied damage through armour then hide away to where I can't even hit her.
Of the two you posted, the only one that actually implements Ruler Reactions does in fact require the Alien Hunters DLC.
"2 formats which allows customization." This version has more features and options -- immunity changes, XCOM team AP checks for abilities, implementation of ruler-style status effect ticking on Chosen units. No, there are no options for "how often they react and to what actions" in those mods. For that you'd need Moddable Ruler Turns or Ruler Actions Revised .
Going forward, you can safely assume that modders have already checked the workshop before taking the time to make something.

That being said these mods are pretty much a must have when facing the chosen, otherwise they act like target practice.
