Personal choice and it keeps file sizes and mod content down. If anyone wants to look at the code then they can happily use a decompiler.
I don't tend to use Github for colaboration needs, as the overhead of inspecting contributions: I might as well do the work myself. Which is also more preferable as I'm the one supporting the mod.
The game has a mechanism in it that after a number of fires are detected on a map, then the "firewatcher" process will "ramp up" or progress more rapidly to an alternative weather and also then try to select rain styled weathers.
This mod then turns off that behaviour and allows fire to run freely, where weather selection will behave as normal its normal random/seasonally skewed behaviour.
