Description
Citadels Add 1 to the Juggernaut Cap, since really you can't do anything with them once you build them and shouldn't count toward the cap.

The cap is fine. It's the COST that wrecks you. Does this fix that?

the mod no longer works for me it dosn't show up on the list and just crashes when i use the mod setting from my save
