PVP Dynamic Tracking Beacon, Thermal Signatures

Description
Adds a Tracking Beacon to the game, an alternative requirement for Beacons on servers that use them as ship identification.

The tracking beacon broadcast radius is not fixed, but based on the ships **current** thermal output. Stations are ignored from the calculation. Players should be requires to place one on all ships. Thermal Signature decays naturally over time, 10% of the most recent max output every 100 ticks (around 1.6 seconds)

Small ships broadcast at a rate of 15KM/30MW (2 large basic reactor), and Large ships broadcast at a rate of 25KM/300MW (1 large basic reactor). Hydrogen engines contribute to the thermal load, based upon their thrust output, and should work with most Thermal Engine Mods.

Different Thermal sources affect the broadcast range at different ratio:

Power from **Reactors have a 1:1 ratio** (1MW of output is 1MW for broadcast purpose)

Power from **Hydro Engines have a 2:1 ratio** (2MW of output is 1MW for broadcast purpose)

Power from **Batteries have a 4:1 ratio** (40MW of output is 10 MW for broadcast purpose)

Power from **Solar/Wind wont affect broadcast range** (always 0MW for broadcast purpose)

A Large Ship Hydrogen Engine generates roughly 1.5 kilometers at full burn.

Hey, I would like to integrate this mod with "thermal mechanics" mod into a server mod for players I plan on hosting (I would clearly credit you). May I have permission?

I've decided to go ahead and release a new version of this. The updated version does not require a block to be built, and works passively. It is still in a Beta state, but seems stable enough for general use.

There will be a newer version of this being released shortly with my permission, it'll have a new model, be configurable, and generally improved all around.

or maybe have it completely replace the vanilla beacon so we could just force beacon use without people just using vanilla beacons set to nothing or something.

Would be amazing if you could force people to add this to their ships.
Maybe force thrusters to disable if its not on the ship.
Or force the ship to turn off.
Or disable any kind of input to prevent ships or rovers from moving at all unless the beacon is installed.
