Dynastic Elective Succession

Description
This mods adds another Late Feudal succession law, Dynastic Monarchy. It works quite similarly to normal Elective Monarchy but it has a major twist and that is that only dynasty members are eligible candidates. All dynasty members may vote and the "encroaching foreign ruler" penalty is removed completely. This means that electors will be perfectly happy to vote for foreign rulers. Of course they have to be of your dynasty. In that way it is a good substitute to Seniority. The electors each have one vote but if you have agnatic-cognatic(male preference) then men have two votes and women one vote. Indeed if you have enatic-cognatic(female preference) then the votes are swapped meaning that women have two votes and men one vote.

In tanistry, electors prefer older people that aren't a close relative to the current king
in Dynastic Monarchies electors prefer strong people that are related to them. The idea is that the dynasty will elect the person with the most relatives.
