France Always Refuses Remilitarization

Description
Changes the chance for the French AI to refuse remilitarization of the Rhineland to 100%. Useful if you want to encite an early war between the Allies and Axis without taking direct control of the French to do so.

(Not ironman compatible)

@Kartreich That isn't what I was referring to, nor is it the aim of the mod. The mod simply allows an early World War 2 to start without having to intervene with the console.

The french sides WILL join the Allies and the Comnitern respectivley, knowing britan, The soviets cant win.
