Description
Legacy backup of Overpowered Civics for anyone still playing 2.1



Are you sick of your leaders dying? Do you want to blast the End-Game Crisis back where it came from? And, most importantly, are you happy to throw balance out the window to do it?



Important note: These civics are blatantly overpowered to the point that they're basically cheats! Randomly generated empires won't spawn with these civics, but if you want to manually create an AI empire and give it one of these broken civics, well, you'd be giving them a significant buff!

Fifteen Overpowered Civics:

GODMODE
Cannot be changed after game start
Godmode combines the other civics. And then it doubles their effects...*
*Well, doubles most effects: it still grants Divine Power's bonus trait and the Galactic Annhilators bombardment stance without buffing them but it doesn't duplicate the Celestial Servants, Abhorrent Ascendancy, Legendary Fleet or Biomatter Mastery effects because there's way too much going on already

GODHEART
Hive Minds only. A stronger version of Biomatter Mastery that includes a special "Rapture" raiding stance for abducting pops.

GODMACHINE
Machine empires only. Combines elements of Galactic Annihilators with Galactic Conglomerate (but notably doesn't grant bonus damage versus FEs/Marauders/End-Game crisis factions).

LEGENDARY FLEET
Fleet Command Limit: +75
Naval Capacity: +100
Admiral Level Cap: +2
Admiral Recruitment Cost: +100%
Start the game with Destroyer tech already unlocked. All your admirals are more expensive to recruit but will gain the "Living Legend" trait, which is a slightly less potent version of the Great Khan's admiral trait

ABHORRENT ASCENDANCY
Cannot be changed after game start
-Requires Utopia DLC
-Not available to Hive Minds or Machine Empires
-Not compatible with Syncretic Evolution or any civics that don't work with Syncretic Evolution (Life-Seeded, Mechanist, Agrarian Idyl, Fanatical Purifiers etc)
Start with 4 pops of nerve-stapled slaves (that is, their happiness is irrelevant) and an empire-wide 10% bonus to slave production. Your main species is immortal and produces more energy/research. You also gain access to Low Arcologies that produce both food and minerals.

BIOMATTER MASTERY
+10 to food production and +100% to all food output
+50% Biology research speed
Grants access to powerful food-based campaigns

CELESTIAL SERVANTS
Cannot be changed after game start
-Requires Utopia DLC
-Not available to Hive Minds or Machine Empires
-Must not be Xenophobe
-Not compatible with Syncretic Evolution or any civics that don't work with Syncretic Evolution (Life-Seeded, Mechanist, Agrarian Idyl, Fanatical Purifiers etc)
Start the game with 1 of your pops replaced with a superpowered pop. +40% habitability, +300% to production (doesn't apply when enslaved) and they spawn on their own Forgotten Archive building that generates +4 of all three research types. And they grant other species on the planet +10% happiness, because why not
The Celestial pop can occasionally produce leaders, but the leaders won't have any special abilities beyond being immortal. They require double the consumer goods and cannot be resettled between planets (bit of a cludge, this is applied via hugely inflated resettlement costs rather than preventing it outright)
NOTE: Some AI empires see the Celestial as a nasty alien and will try to purge or relocate them. There's not much I can do about that beyond suggesting you only give this civic to Egalitarian empires!

ETERNITY CELL
Physics Research Speed: +30%
Monthly Energy: +8
Empire Energy Generation: +30%
Energy Storage Capacity: +20000
Shield Hitpoints: +50%
Ship Upkeep: -35%
Energy Weapon Fire Rate: +15%
Sublight Speed: +25%

KNOWLEDGE KEEPERS
+30% to all Research speed and +2 tech alternatives
+50% to survey speed and anomaly research speed
-80% to scientist recruitment cost
+2 leader level cap

STELLAR AEGIS
+5 Defence Platforms, +25% to Defence Platform damage, +35% to their hull and -50% to their build cost
Starbases deal +15% damage and have +50% hull points
Starbases upgrade 50% faster and at a 35% discount
Starbase upkeep reduced by 45%
Defensive war firerate bonus for all fleets

COSMIC FORGE
Engineering Research Speed: +30%
Minerals Production: +30%
Minerals Capacity: +20000
Megastructure Build Speed: +40%
Megastructure Build Cost: -40%
Terraforming Speed: +40%
Terraforming Cost: -40%
Ship Hull Points: +35%
Armor Hit Points: +35%

PERFECT UNISON
(I was working on a True Unison civic and then xnadu27 suggested modifiers for a Perfect Culture civic and I thought... what the hell, I'll combine elements from both)
Society Research Speed: +30%
Governing Ethics Attraction: +50%
Monthly Unity: +35%
Leader Level Cap: +2
Edict Duration: +35%
Edict Cost: -35%
Unrest: -30%
Piracy Risk: -30%
Happiness: +10%

DIVINE POWER
Cannot be changed after game start
+25% Research speed and +1 Research alternatives
+75 to Trust cap, +75% Trust growth, +50% trade attractiveness
Gives your species the "Divine" trait, granting immortality and a massive +40% bonus to habitability

GALACTIC ANNIHILATORS
Armies deal +150% damage!
+35% Naval capacity and +35% weapons damage,
+50% damage to all End-Game crisis factions, Fallen/Awakened Empires and Marauders
Unlock the Annihilation bombardment stance, which deals slightly more damage than the Armageddon stance

GALACTIC CONGLOMERATE
+30% to Minerals and Energy production
+25% Shipyard build speed and -25% Building construction time
+10k Minerals capacity and +10k Energy capacity
+1.5 Monthly influence , +25% Influence Generation and -30% Starbase Influence cost
+3 core worlds


COMPATIBILITY
This mod doesn't change any base files so it should be compatible with pretty much everything! ... Except balance and fair play. Definitely not compatible with those

Depends what you mean by better, really! Celestial Servants was removed for the 2.2 version and is very strong, but in terms of strength the 2.1 versions of the other civics aren't that different from the newest versions
