Finland can into Mongol Empire

Description
With the 1.27 patch the Mongol Empire was introduced, but when you look at the requirements you shatter:
The one true heir of the greatest empire of mankind was not able to form it, Finland was excluded.
However with this mod the hakkapeliitta will bring the white death to their enemys as the one true khan of the mongol empire.

Instead of overwriting the Mongol Empire Decision, just duplicate it for Finland.
