This leader is a number cruncher who can squeeze energy credits out of a rock.

This leader knows how to keep everybody working together and how to quickly resolve problems between them.

This leader thrives on hardship and is stubborn, enduring and can make any uninhabitable rock a productive home.

Habitability: +5%

Marshall
This leader has zero tolerance for disloyalty or crime and punishments are strict. This reputation puts off potential immigrants. Low crime-rates and large prison populations harm the local economy.

I'm aware. I more meant the design decisions behind which traits can and can't be taken by paticular governments. So I can make an informed choice about whether a trait should not be possible for gestalt consciousnesses overall or just not for machine intelligences.

I've already made the changes. The update will be done probably tomorrow.

I am pretty sure you can have specific traits for specific governments.
