I'm confused. Does this change the number of law slots or the number of senators?

You're right it's not working for them.
I ran some tests now, but it just wont accept more senators for them.
I might not be able to change that.

So I changed my Hissho to Dictatorship and now I have 2 slots...still not 3 but its an improvement.

I dont know if im the only one with this problem but as Autocracy my government only has one senator. Says I can put 3 but it doesnt fill the slots? I have a military and a scientist but can only have one or the other.

Dictatorship still has a limit of 2 as far as I can see.
