Planetary Wormhole

Description
Adds a new building to the game for wormhole tech users. The planetary wormhole (basically a stargate) increases unity, society output and migraion to the planet it is built on. This is currently just a test, may build upon it.

Is this only available for empires that start with wormhole? Or can players that acquire wormhole tech via other means also use it?
