Less Randomized Leader Flavors

Description
This mod reduces the randomization of leader flavors from 2 to 1.

The goal is to tighten up their flavor scores so that they don’t deviate too much from their initial value before randomization. Hopefully, this will enhance each leader’s performance a slight bit more and allow them to better play towards their strengths and abilities while still allowing a bit of randomization.

I feel the range of values is a bit small for a randomization range of 2. The minimum value for a flavor is 0 and the max is 20. But, a majority of the existing “leader” flavor values fall between only 3 and 8, with very few extreme values.

Flavors are what guides the AI along during games and helps them make choices. Their different values makes the AI favor or disfavor certain things. For example, a high Wonder flavor makes a leader more inclined to pursue techs which grant wonders and to construct wonders because those things will have Wonder flavor values. Conversely, a leader with a low Wonder flavor will often overlook or ignore wonders since other flavors will grab the AI’s attention instead with their higher values.

When creating a new game under the default rules, each leader’s initial flavor value for all things are randomized between a range of -2 and +2. So, a leader’s Science flavor of 7 could become 5, 6, 7, 8 or 9 when a new game is created. With this mod, the range is tightened and a 7 could become 6, 7, or 8 instead.

Yes, I just verified it, and it's perfectly fine with BNW.

I also updated the link within the description to point towards my updated Leaders Spreadsheet which includes the BNW civs.
