Time-limited events that are different to the ones prior? Checkerino.
Chance to make new players think you'll look great at level 90 even though you just sank 500$ into it?. Most definitely.

Now features a mine, Minecraft 2.0 confirmed as well.

Best time-sink out there.

Clear recommendation from me at this point in time. To be honest, most of the negative reviews seem like people who do not like change in the slightest anyway and are now disappointed because it is not the most amazing game ever after spending 16k hours on Civ V.
The wonders definitely seem balanced to me, unlike what someone stated further down.
Not being able to attack before building walls has not had any significant impact on gameplay in a way that I'd complain about it either. It basically just makes you play more defensively with your warriors at the start.
Scouts not moving 2 tiles is ♥♥♥♥♥♥♥♥ as well. The scout needs 10 xp to get his first level-up in order to get better movement. That takes no time at all and didn't annoy me in the slightest.
Graphics don't bother me either, I like the art style, even though people called it "mobile graphics" it really helps performance issues and makes the game more pleasant in my opinion. This point is all personal opinion though.
Also, the new system with districts really adds something that Civ V was missing, which is a personalized/unique way for each city to focus on different aspects such as faith, gold, military, ... instead of spamming the same buildings in every city and hoping for the best.

The only downside I see so far is the population restriction and the city-specific unhappiness.

I give this game a solid 9/10, if it weren't for small bugs, (apparently) no teams in online games(?), and the flaw mentioned before it'd be a 10/10.

Payday 2 clearly is a game that in my opinion everyone with a bunch of friends should have. Gameplay is fun, there's a great variety of heists that can be played either stealthed or loud if you feel like blowing stuff up. And the best thing about it is that the 4 player co-op always leads to funny situations when one of your mates or you mess something up for the fifth time in a row. So even if you fail the heist, you can just restart with newfound experience. Getting really good at those heists just requires a bit of trial and error, which is something that I personally don't mind, however it's not something for impatient people. So be warned: Payday is a lot of farming and playing heists multiple times in order to reach higher Infamy levels or the 200 million dollars needed to achieve those.

And if that doesn't stop you from buying the game, I'd really recommend getting a bunch of friends and just buying 4 copies of it for the best gaming experience.

But now for the bad part that everyone in the review section knows about: The DLCs. Which are the main reason why most of my friends don't want to buy this game. Getting all the DLCs, which are of course needed for weapons, mods, heists and character bonuses such as Perk Decks which grant unique stats during heists costs you more than 100$ when they're not on sale. BUT: Only one out of the aforementioned 4 friends needs to have the DLCs in order for everyone to enjoy the additional heists, which definitely is a tiny plus to this gigantic downside. Also you can get Payday 2 with about 15 DLCs for about 12$ when it's on sale which I think is an okay price considering the massive amounts of content you get.

So what I'd recommend is to buy Payday 2 with these DLCs when they're on sale and maybe buy the other ones if you really feel like it(overall 42 DLCs when counting soundtracks as well).

Also: Microtransactions were basically removed, older reviews that are criticizing this are outdated.

Overall I'd give this game a 10/10 if it weren't for the ginormous amount of DLCs, this way it's "only" a 8/10 for me

TL;DR: Buy it on sale, it's worth it.
